Are memes an instrument of American imperial soft power?

This meme seems to think so. It comes from the widely-popular French meme account @memesdecentralises, which has helped me learn the French language more than any textbook I’ve ever opened. The first sign on the left says “Use models which participate in American soft power,” and the second sign on the right (marking the exit which the car takes) says “Remake a meme for our home.”

The meme shows a very French car (a C15 Citröen van) on a very French road (the speed limit sign is in kilometers, the highway signs are French highway signs with blue and white letters). But it’s all a direct reference to the meme format below, which became very popular earlier in 2018, and then stuck around:
